Didn't the military used to (still does??) allow transport of one vehicle when changing duty stations for officers? Maybe a Marine in Japan brought home this war trophy via that loophole. I've heard of guys taking Corvettes over to EU duty stations and selling them for a huge markup...

R33 laws are different (due to a company trying to change JDM import laws in the early 2000s only getting part way through R33 Skylines), but I doubt this one is...
I'm afraid we can only wish it well. Military people can bring cars over, though.

This is the reason it is legal. I've researched this in the past and as it sits the only technically illegal R33 is a GTR.

A number of skylines have been legally imported into the US. The number isn't large, but so long as they were done correctly, they are legal. R33's specifically have been partially accepted as long the mandated federalization has occurred.

My biggest concern is that it's a '93, and while there may be some pre-'96 vehicles which may be here legally, I would treat this one very carefully (the range of crash tested and accepted federally mandated vehicles is from '96-'98).
